Web 3.0 is essentially an upgraded version of Web 2.0. Currently, most websites rely on the users for its content. Twitter, Facebook, and Reddit are all examples of this. The web serves as a platform, and the users are the ones that provide the content. Web 3.0 focuses on many things and privacy being one of those. Web 3.0 wants to remove "middlemen" from the equation. Companies will no longer be in control of user data. The government won't be able to kill off websites and services.
